The arrests follow an investigation into an assault at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Before the incident, a pair of female travelers were robbed of their luggage after getting out of a parking garage elevator.
A three-year-old girl was among the injured in the event. Five people went to hospital for medical care and have since been released.
Police detained a 31-year-old man for suspected theft and assault near the scene. He was subsequently released under investigation as the investigation proceeds.
Authorities were alerted at about 8:10 in the morning GMT following reports of several people hurt by an irritating chemical thought to be pepper spray.
The assault - which authorities stated was isolated and not considered an act of terror - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
